- Representative of the organization “Sistah Strut” raised awareness of free mammogram screening services for women in the fight against breast cancer and assistance with housekeeping for women undergoing treatment of breast cancer. Additional awareness was brought to the increased likelihood for women of color to die from breast cancer than their counterparts of other ethnicities. - Constituent complaint / wish to redress a grievance with Mayor Woodfin over garbage pickup in a residential neighborhood. A change was made to the location of garbage removal for a Homewood neighborhood from the alley behind the residence to the road in front of the residence for reasons the Mayor claims were to avoid potentially damaging private property and public utilities in said alley. Mayor Woodfin addressed those in attendance claiming that the amount of garbage in the alley is now considered bulk trash and must be handled in a different way, reiterating that the street in front of the residences is the new designated location for garbage removal and that garbage placed there is allegedly being removed on schedule.

An Ordinance “TO FURTHER AMEND THE ZONING DISTRICT MAP OF THE CITY OF BIRMINGHAM” (Case No. ZAC2020-00007) to change zone district boundaries from M-1 Light Industrial District to MUD Mixed-Use Downtown District [to allow for a bar/restaurant/office, filed by Mike Gibson.]”
Concern was raised by a member of the board over parking availability in the vicinity of this planned business. Mike Gibson addressed the concern claiming it would be the responsibility of the business owners to make arrangements for parking with owners of the existing lots near them.
Motion passed, 8 for, 1 abstention.

An Ordinance “TO FURTHER AMEND THE ZONING DISTRICT MAP OF THE CITY OF BIRMINGHAM” (Case No. ZAC2020-00008) to change zone district boundaries from M-1 Light Industrial District to MUD Mixed -Use District [to allow for a new business office suite, filed by Mike Gibson.]”
A question was raised by board members over the volume of bills related to the rezoning of single addresses. Plans were illuded of future ordinances to rezone larger portions at one time to reduce the appearance of these bills in council meetings. It is expected that many of Birmingham’s light industrial areas will be rezoned to residential or business areas.

Announcements
- There was a discussion of the Birmingham budget proceedings, its relatively tumultuous process of late and its continual delays. Next week will have further discussions for the budget. Spaces will be reserved on the premises of the Council Meeting to allow for personnel overflow of those wishing to be heard.
- Citizens and Birmingham Public Library (BPL) employees spoke in advocacy of the Birmingham Public Library system and against the proposed city budget which would reduce funding to the BPL system, allegedly furloughing BPL employees.
